The Ministers noted the consultations which had taken place between the ASEAN Working Group on ZOPFAN and the SEANWFZ and the NWS and urged the NWS to accede to the Protocol to the SEANWFZ Treaty as another means of enhancing the regional security environment. ASEAN States and Japan also issued an ASEAN-Japan Plan of Action emphasizing economic, cultural, and security-related cooperation. The ASEAN-Japan Joint Declaration for Co-operation in Counter-Terrorism was adopted at the 8th ASEAN-Japan summit on 30 November. At the ASEAN-Japan Senior Officials Meeting, Japan stated that it would like to advance cooperation with ASEAN in the specific areas of counter-terrorism and nonproliferation of weapons of mass destruction, and the reduction of tension in the Korean Peninsula. The paper addresses the establishment of the SEANWFZ as a means to “contribute towards general and complete nuclear disarmament”, and the creation of the SEANWFZ Commission and its Executive Committee to oversee compliance with the Treaty.

One of the essential technologies that has been contributing to the growth of the Fourth Industrial Revolution is the application and advancement of AI. AI had reached a milestone in 1997 when IBM’s Deep Blue supercomputer beat world champion Garry Kasparov in chess. For example, IBM, Facebook, Google, and other companies are at the forefront of experimenting with machine learning techniques such as deep learning and predictive learning. AI technologies are predicted to increase the world’s GDP by 14 percent by 2030.
More than 75 percent of the city’s population is male, represented mostly by laborers from countries such as India and the Philippines who have come to work in Dubai’s construction business. The laborers’ poor working and living conditions have come under criticism from the international community, especially in contrast to the city’s image as a luxury capital of the world. The continent’s north/central zone is affected by cold and dry Arctic winds, especially the Siberia region of Russia. Hardier grains, such as barley, buckwheat, millet, oats, and wheat, are grown in the central and southern areas of this zone, where permanent frosts inhibit plant growth.
Due to tectonic shifts of the various Pacific plates, strong earthquakes repeatedly occur in these regions, which in turn trigger volcanoes and tsunamis. As the importance of the region increases in the globalizing world, both generalist and specialist knowledge about Southeast Asia become critical to the world and the region itself. In that sense, Southeast Asian studies as a knowledge construct transforms itself into a lived reality, especially for the Southeast Asians themselves.

Bolstered by increasing foreign investments, Bhutan has embarked onbuildingthree major hydropower projects to boost its industries and revenues. Under a new government, Bhutan has been slowly transitioning to a new Twelfth Five-Year Plan that started in 2018 and spans until 2023. Previously untapped, Bhutan is also building out its tourism sector, which saw a steady rise in revenue to $87.7 million in 2019.
The issue of south–north migration representing a ‘brain drain’ of skill and talent needed for development in the home countries is a longstanding one in the region. In several origin countries, however, the occupational profile of migrant workers is largely an unskilled and semi-skilled one so that movement out of a country like Indonesia certainly cannot be characterized as a brain drain. On the other hand, much of the movement out of countries like India, Pakistan, Philippines, and Singapore is of skilled and highly educated groups. In those cases, however, the movement is not necessarily a net economic loss to the nation. Economic studies have shown that in some cases individuals have a net positive economic impact if they go overseas and remit money back to their home country rather than remain behind.
In this connection, they welcomed the first direct consultation between ASEAN and the NWS in Hanoi on 19 May 2001, reaffirmed their support for this process, and called for continued consultations with the NWS. The Ministers also noted with satisfaction the progress in the implementation of the overlapping confidence building measures and preventive diplomacy . The Ministers welcomed on-going consultations between ASEAN and the nuclear weapon states on the Protocol to the SEANWFZ Treaty and urged the NWS to sign the Protocol to the Treaty as soon as possible. The 35th ASEAN Ministerial Meeting took place in Bandar Seri Begawan, Brunei Darussalam, on July. The Ministers acknowledged that following the 2001 ASEAN Declaration on Joint Action to Counter Terrorism, ASEAN at all levels had undertaken practical measures and expressed its determination to further enhance ASEAN’s role and contribution in the fight against terrorism.
One of the major government policies is therefore to encourage employment of nationals in the private sector. A related policy is to restrict the employment of expatriates in the public sector. A third policy is to curb the visa trading that encourages the import of workers. One analytical approach to this question is to measure the spatial pattern of fertility decline relative to the geographical location of family planning clinics and aspects of the program that may provide family planning information or contraceptives. The problem with this approach is that the location of family planning clinics may be endogenous, i.e., program resources such as clinics are directed to populations with very high fertility . Moreover, contraceptives are available from nongovernmental outlets such as private clinics and drugstores.
The Bali Regional Ministerial Meeting on Counter-Terrorism, co-hosted by Australia and Indonesia, met on 4-5 February. The 1st East Asia Summit was convened on 14 December, with a view to establishing closer and substantial relations between the member countries of ASEAN and the participating countries of India, China, Japan, Australia, New Zealand, and the Republic of Korea. A landmark event was the signing of a Declaration on the Establishment of the ASEAN Charter by its leaders.

While growth in Pakistan at the end of 2019 was less than projected, a three-year program in conjunction with the International Monetary Fund aimed at stabilization and structural reform is promising to address macroeconomic issues. In the intellectual sector, knowledge on Southeast Asia has been consumed generally by the NGOs, namely, those that are national-based ones as well as those that have regional networks. The strength and success of their operation is very much dependent on the amount of knowledge they have about Southeast Asian societies in general as well as the specific issue that they are focusing on as a cause in their struggle. In the receiving countries, the major thrust of the current policy is to reduce the percentage of expatriates.
